About Priscilla Carroll

Priscilla is a partner in the firm's Transactional Department and focuses on commercial real estate law. Her real estate practice covers all aspects of commercial real estate law and development, including acquisitions and dispositions, project entitlements, public-private partnerships, entity formation, site development, construction matters, creative project financing, loan workouts and acquisition of distressed assets, and leasing. Before joining Bowie & Jensen, Priscilla was General Counsel to Struever Bros. Eccles & Rouse (SBER), a prominent real estate firm, where she also served as Senior Development Director for SBER projects in Durham, North Carolina and Nashville, Tennessee. Prior to her tenure at SBER, Priscilla headed the Real Estate section of Whiteford, Taylor & Preston, LLP, practicing commercial real estate and finance law there for more than 25 years. In private practice, Priscilla represented numerous developers, as well as governmental agencies in overseeing real estate acquisition and development and in structuring tax exempt financing. Some of the public clients included the University of Maryland System, the Washington Metro Area Transit Authority, the Mayor and City Council of Baltimore and UMBC Research Park. The public-private partnerships for which she was responsible engaged in Transit Oriented Development, private development of academic facilities and dormitories, mixed-used developments, office buildings, urban infill and industrial expansions. Priscilla is a member of the American College of Real Estate Lawyers and has been named Leading Baltimore Business Lawyer by Chambers USA as well as Top 25 Women Lawyers and Super Lawyers in Baltimore.
