James H. Cawley is Of Counsel to SkarlatosZonarich following his retirement as a Commissioner of the Pennsylvania Public Utility Commission. His practice is concentrated on public utility law and lawyer-to-lawyer appellate matters.
James served as a PUC Commissioner from 1979 to 1985 and again from 2005 to 2015. In 2008, he was appointed Chairman by Governor Rendell and served in that capacity for three years. In between his public service, he was a partner in two major law firms representing public utilities, competitive electric, natural gas, and telecommunications providers, and insurance companies.
While in private law practice, James served as a member of the Pennsylvania Energy Development Authority, the Board of Directors of Pennsylvania-American Water Company, and the Board of Directors of the West Shore Country Club.
